Since Windows XP SP2, MS limit the no. of TCP connection start (half open TCP connection) in order minimize the impact to the network if the Windows XP is infected and the Trojan start a DoS or DDoS via the victim.
The downside is it limit the speed to establish TCP connection. The impact to P2P application is large. Therefore, an utility is available to remove the limit by patch the TCPIP.SYS.
