How to Fix Dell Vostro Notebook in Windows 10 - Display is off after wakeup or slow bootup

This solution is tested on Vostro 1450 (with AMD Mobile Display) with Windows 10 21H2.

Problem:
  1. Vostro was designed for Win 7. Win 10 can be installed without any issue.
  2. Vostro has dual display card - onboard Intel Graphics Display and AMD Radeon HD 7400M.
  3. However, when it goes into sleep state and then comeback, the monitor cannot be turned on, or take very long time to turn on.
Solution:
  1. Disable AMD Drivers "EnableULPS" Ultra Low Power State option (reference in Tom's Hardware):
    1. Open regedit
    2. Under HKEY_LOCAL_MACHINE\SYSTEM\, search for keyword "EnableUlps"
    3. Change the value from "1" to "0"
    4. Reboot to make it effective 
  2. Disable "Turn on Fast Startup"
    1. For detail steps, please refer to Dell's Article Number: 000129781, and look for "Windows Power Options".
  3. Also under Power Options, change the action of "When I close the lid", from "Sleep" to "Do nothing"

After the two changes, you will need to press power button to bring wakeup your laptop, and you will find your screen can be bring back to on instantly.

One more precaution, if you close the lid for a long time, please manually sleep or power off your laptop, otherwise your laptop will be overheat.

For further troubleshooting, we can generate a power report by command powercfg /sleepstudy
